Institutional Animal Ethics Committee (IAEC)
1. Introduction:
The Department of Animal Husbandry and Dairying (DAHD), under the Ministry of Fisheries, Animal Husbandry and Dairying (Mo F A H & D), established the Committee for Control and Supervision of Experiments on Animals (CCSEA) as a statutory committee under the Prevention of Cruelty to Animals (PCA) Act of 1960. To prevent animals from enduring needless pain or suffering before, during, or after tests, CCSEA is required to take all necessary precautions. To this end, the Committee developed the Breeding of and Experiments on Animals (Control & Supervision) Rules, 1998 (modified in 2001 and 2006), to govern animal experimentation. Establishments that conduct biomedical research, breed, or trade laboratory animals must register with CCSEA under these regulations. Currently, the CCSEA has 19 members, with Dr. Abhijit Mitra, the Animal Husbandry Commissioner (AHC), serving as its chairman and Dr. S. K. Dutta, the Joint Commissioner (Animal Welfare), as its member secretary.
2. Aims and Objectives:
The goal of CCSEA is to prevent needless suffering or discomfort for animals before, during, or after studies are conducted on them. The "Breeding of and Experiments on Animals (Control and Supervision) Rules, 1998," which were revised in 2001 and 2006, were created by the Committee with the authority granted to it for the purpose of controlling animal experimentation.
3. Functions:
§ Establishments involved in animal breeding and animal experimentation must register, and registered establishments must renew.
§ The Institutional Animal Ethics Committee's constitution, re-constitution, and amendment.
§ The facilities for housing both small and large animals have been approved.
§ Reviewing and approving research protocols for animal experimentation or pre-examining research protocols involving large animals.
§ Examining the conditions in animal houses at institutions, centers, and establishments that house experimental animals for breeding, biopharmaceutical development, and education.
§ In accordance with the Committee's mandate, holding conferences, seminars, workshops, nominee trainings, and similar events to raise awareness of laboratory animal welfare and ethics, to advance the replacement, reduction, and refinement principles regarding the use of animals for experiments, teaching, or training, and to identify the available non-animal methods and non-animal derived biological products.
§ To give the government advice on the treatment of animals used in experiments at research facilities, pharmaceutical businesses, and educational establishments.
§ To guarantee the application of the Committee's rules and regulations created under the aforementioned Act for the welfare of animals.
§ Examine the inspection reports provided by the committee nominee and the establishment's submission of the Institutional Animal Ethics Committee meeting minutes.
§ Try to reach more and more facilities that keep experimental animals and include them in the Committee's purview.
§ Any additional task about laboratory animal welfare that is assigned in accordance with the aforementioned Act's mandate.
§ Revision, distribution, execution, and oversight of the Committee's guidelines.
§ The purpose-based categorization of animal home facilities is as follows:
· Life sciences University set up, and the like
· Research Institute set up
· Medical college set up
· Pharmacy college set up
· Veterinary college set up
· Pharma industry set up
· Vaccine industry set up
§ Database upkeep on available non-animal techniques for training, instruction, and experimentation.
